Having laid before the Commissioners of Her Majesty's Treasury your Letter of the 16th Inst. relative to the construction of a Church at Hong Kong ; I have it in command to acquaint You, for the information of Lord Stanley, that it appears to My Lords impossible to decide on this question

rationally can be formed of the Revenue which is likely to be received in three Years; and
the necessity for Assistance a Work from this Country will mainly depend upon the account which the Colony itself, may be able to provide.
